A simple steering for your homebuilt vessel is that of two handle bars that you can maneuver by pulling each. This should be connected to a rudder system behind the propeller.

Once you have all these points covered, you should be ready to go. Just don't forget to put them all in your homemade hovercraft plan. Make sure it's easy to understand.
